RegPerfect® Product Update

Several rules changes began taking effect in 2008.  Teledyne Monitor Labs (TML) has been working diligently with EPA to stay informed of these changes so as to provide you with accurate and timely modifications in RegPerfect. The following is a brief summary of the rules changes, the status of RegPerfect, and the steps users must perform to stay in compliance.  If you have any questions, please do not hesitate to contact the Software Call Center or your Regional Sales Manager.

Clean Air Interstate Rule (CAIR)

As an extension of the Acid Rain Program, CAIR affects the Eastern half of the United States by further limiting allowable SO2 and NOx mass emissions.  Power plants reporting ozone season only data will be required to report NOx and SO2 mass emissions for the full year and some power plants, having no current reporting requirement, will now be subject to mass emissions reporting.

This rule was vacated on July 11, 2008.

Clean Air Mercury Rule (CAMR)

EPA issued the Clean Air Mercury Rule to permanently cap and reduce mercury emissions from coal-fired power plants for the first time ever. This rule makes the United States the first country in the world to regulate mercury emissions from utilities.

This rule was vacated on February 8, 2008.  However, some are still installing mercury systems to meet state and local requirements.  Please note that RegPerfect is capable of supporting mercury systems (sorbent traps, too) for data collection, data reduction, reporting and all required QA/QC data collection.  However, TML has no current plans to incorporate mercury data into the XML EDR format listed below.

Emissions Collection and Monitoring Plan System (ECMPS)

In February 2005, EPA announced modifications in the way 40CFR75 sites will submit their Electronic Data Report (EDR).  This change impacts participants in the Acid Rain Program (ARP), the NOx Budget Program (Subpart H), and the Clean Air Interstate Rule (CAIR). The following summary illustrates the required changes and schedule for implementation:

  • EPA plans to convert the flat file EDR format to Extensible Markup Language (XML) format.  One purpose of this change is to allow easier modification to EDR content.  Note that XML EDR submissions must occur over high-speed internet connections.

  • EPA plans to separate the Monitoring Plan data and QA/QC data from the emissions data.  As monitoring plan changes occur, or when QA/QC data is collected, or at least quarterly, users will then submit this data through a client tool connected to U.S. EPA's server.  As an example, users will be able to input linearity data as soon as the test is complete and receive immediate feedback.

 

  • This new client tool will replace MPC, ETS-PC, etc. and be used as the feedback mechanism before data is ever submitted.  In other words, users will be able to correct any EDR issues, as determined by this new client tool, prior to submitting to EPA.

 

  • EPA released the new schema 2005 with alpha testing in 2006, beta testing in 2007, optional use in 2008 and required use for reporting Q1, 2009.

 

  • Optional use of XML EDR can start in Q1, 2008, but you must register first.  Please contact TML if you are interested in submitting XML EDRs in 2008.

RegPerfect Update Strategy

Teledyne Monitor Labs has upgraded RegPerfect to support the regulatory changes listed above.  Users of RegPerfect should be able to upgrade in 2008 to participate in the program well ahead of EPA’s proposed deadline for compliance.  In order to participate in 2008, you must register with EPA.  Please, first contact TML’s Software Call Center at (800) 846-6062 prior to registering with EPA so that TML can coordinate the transition effectively.

RegPerfect is currently shipping with Windows Server 2003 and has previously shipped with Windows NT and Windows 2000 Server.  However, development for these EDR changes will only occur for RegPerfect installed on the Windows 2000 Server and Server 2003 platforms.  The Windows NT platform is obsolete.

In order to fully understand how an upgrade program will work for you, identify your version of RegPerfect in the following table and choose your upgrade path:

Footnotes:

1Windows 2000 Server users can remain on that platform but will be required to pay a license fee for the XML EDR Format change.  In addition, Windows 2000 users must upgrade to the most current version of RegPerfect which supports the XML EDR Format which carries additional fees.

2All Server 2003 users will receive the XML EDR format (when fully released) as part of their original purchase.  This offer to include the XML EDR Format is based on EPA requiring this modification, at the very latest, by Q1 2009.

In addition to the XML EDR Format change, it is now known that U.S. EPA does require additional or modified data to be included with this EDR revision.  RegPerfect configuration changes, though usually not extensive but likely unique for each site, will be billed on a time and materials basis for each client.  TML is also available, on a time and materials basis, to support clients requiring assistance correcting monitoring plan errors or emissions data errors identified in the XML EDR transition.

Note that all offers for the XML EDR Version of RegPerfect do not include any hardware or third party software licenses required to upgrade to the Server 2003 platform, if required.  In addition, this offer to include the XML EDR Format is based on EPA requiring this modification, at the very latest, by Q1 2009.
